Land Management Law Enforcement Officer

The incumbent of this position serves as a senior Land Management Law Enforcement Officer at a National Wildlife Refuge System (NWRS) field station. The primary purpose of this position is to serve as a uniformed commissioned law enforcement officer with delegated authority to enforce laws and regulations relating to criminal activities. The incumbent is required to perform law enforcement duties including investigation, apprehension, arrest, detention, or prosecution of persons violating applicable laws, rules, and regulations enacted to protect and provide for the safe use of lands managed by the U.S. Fish and Wildlife Service (Service) and Department of the Interior. The purpose of enforcement is also to assure protection of plants, fish and wildlife through compliance with acts, treaties, legislation, statutes, rules and regulations that are applicable to persons suspected of offenses against the criminal laws of the United States on and off Service lands and easements. Only experience and education obtained by 03/27/2020 will be considered. MAXIMUM ENTRY AGE:
This position is a primary covered 5 USC 8336(c) position and is subject to maximum entry age restrictions. Applicants must meet one of the following requirements. Be under 37 years of age; OR Be 37 years of age or older with prior federal service in a covered law enforcement or firefighter position and the prior service is sufficient to permit retirement on, or before, the mandatory retirement age for these types of positions. (Must submit copies of SF-50s showing beginning and ending dates of covered Federal service and hours per week); OR Be 37 years of age or older and not currently in a special retirement position, but would qualify as a veterans' preference eligible. (Must submit necessary documentation to support claim, such as copy of DD-214, Veterans letter, SF-15, etc.) MINIMUM QUALIFICATION REQUIREMENTS:
Applicants must meet one of the below minimum qualification requirements to qualify for this position at the GS-11 grade level. At least one year of full-time specialized experience at the GS-09 level which is clearly shown in the resume. Specialized experience includes the following that has been performed in a refuge management, land management, or natural resources environment:
(1) Enforcing Federal laws and regulations relating to criminal activities such as:
arson; illegal hunting and fishing; vandalism; harvesting of native plants and seeds; theft or destruction of archaeological resources; cultivation, sale, possession and use of controlled substances; traffic violations on roads, rivers, and lakes; trespassing; (2) Developing law enforcement program goals, objectives, and work plans; (3) Interacting and communicating with diverse individuals and groups; and (4) Delivering training to law enforcement personnel; OR Three full years of progressively higher level graduate education leading to a Ph.D. degree or equivalent doctoral degree from an accredited college or university in natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administrations, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources; OR An equivalent combination of professional experience and graduate level education which together equals 100% of the requirements. Only graduate education in excess of the first 2 years may be combined with experience). Note:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:
Current appointees:
(1) Must have been hired under competitive examining procedures to a time limited appointment with a land management agency; (2) must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; AND (3) must have performed at an acceptable level. Former appointees:
(1) Must have been hired under competitive examining procedures to a time limited appointment with a land management agency; (2) must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years; (3) must apply for position within 2 years after separation; (4) must have been separated for reasons other than misconduct or performance; AND (5) must have performed at an acceptable level. Applicants must submit ALL SF-50s and performance information for each period of temporary or term employment that qualifies for LMWFA. Career Transition Assistance Program Plan (CTAP):

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
